Washington Open Records Landscape
Washington is an incorporated city, but St. George is the Washington County seat. That split controls where most named public records are found. City Hall handles ordinances, council material, permits, cemetery files, business listings, and non-police government requests. County offices maintain deeds, parcel ownership, marriage licenses, taxes, elections, and local justice records. Utah systems add district and justice court data, certified vital records, state corrections information, and professional or corporate filings.

GRAMA, the Government Records Access and Management Act, classifies Utah government material as public, private, controlled, or protected. An online index may expose names and dates while the underlying image requires payment or review. A record can also be public in part, with private fields removed. Sealed and expunged cases, juvenile and adoption files, protected law-enforcement facts, recent vital certificates, and substitute addresses are not opened merely because someone files a request.
Washington Recorder Records Reach Back
The Washington County Recorder/Surveyor maintains deeds, trust deeds, liens, plats, surveys, cross-reference indexes, and ownership maps. Its modern Property Search sends visitors to a public guest login. The county does not publish one start date for every modern indexed document. Older title work has a firmer boundary: the separate Old Abstract contains condensed property histories from 1854 through 1992.

A deed index entry identifies a recorded item; it is not always the document image. At the counter or by mail, an official-record copy costs $1 per page, while certification adds $5 plus page charges. An ownership plat is $2 per page and an official plat is $4 per page. Washington Property Records Have Two Views
The county GIS map inventory links the free Assessor Record Search Viewer, Recorder Viewer, general GIS, Community Development layers, aerial-photo comparisons, historic ownership plats, and Old Abstract. The Assessor tracks owners, taxable property, valuation, and building details. A situs address means the location of the land. The mailing address is where ownership or tax mail goes, so the two should not be treated as proof that a person lives on the parcel.

The Public Extract is updated weekly, with value refreshes in May and October. It separates owner names, mailing components, situs, parcel and account numbers, acres, assessed values, estimated taxes, book/page, document number, and legal description. Payment goes by check with a Data Release to county IT. Credentials are usually emailed the same day, and the download window lasts ten days. That menu shows why the free map and the paid extract are not substitutes. The map gives parcel geography. The extract adds a structured ownership and mailing dataset. Building permits and zoning files can then be requested by situs address and parcel through the correct city or county planning custodian.
Washington Court Records in XChange
Washington City Justice Court, Washington County Justice Court, and the Fifth District Court serve different case levels. Justice courts hear class B and C misdemeanors, ordinance matters, infractions, and small claims. District court handles felonies, class A misdemeanors, larger civil matters, divorce, and probate. Utah Courts places searchable public portions in XChange. Federal District of Utah matters instead belong in PACER.

Remote guest access starts with a $10 credit; each search costs 35 cents and an available document costs $1. Free XChange access is available at most district courthouses and the Utah State Law Library. St. George district data is described as complete from its March 17, 1997 CORIS connection, though converted older matters may be partial. The official XChange guidance is represented by this successful capture.
Results may show a party role, case number, filing date, case type, court, and selected docket history. A docket is the court’s chronological case log. It may point to a filing without displaying its full text. Request the public file from the court when a document is not sold online; paper, electronic media, staff time, and certification follow the Utah Courts fee schedule.
Counter advantage. A courthouse terminal avoids remote search charges, and court staff can identify the route for a public underlying file.
Washington Vital Records Stay Restricted
Current certificates are not open surname directories. The Utah Office of Vital Records and Statistics issues statewide birth and death certificates from 1905 forward, plus marriage and divorce abstracts for 1978–2010. Southwest Utah Public Health provides local birth and death ordering for Washington County events at its St. George office. Eligible applicants may order online, by mail, or locally with identification and event facts.
Utah Code §26B-8-125 requires a direct, tangible, and legitimate interest. The subject, certain immediate relatives, a guardian or authorized representative, a person whose right depends on the certificate, an approved official user, or a court-order holder may qualify. Stepparents, in-laws, and former spouses are not treated as immediate family by the local health department. Historical birth certificates are described as private for 100 years and death certificates as public after 50 years, subject to the actual Archives series.

The application route asks for the event, subject, relationship or interest, contact details, identification, signature, and payment. For older open material, use the Utah State Archives indexes or request-copy workflow instead of assuming the current certificate office offers a public name search.
Washington Marriage Records Follow Custody
A marriage license and a statewide marriage abstract are different products. The Washington County Clerk-Auditor licenses marriages and provides certified license copies. Its Tyler online system searches marriage records and county business licenses, although the county does not publish firm coverage dates or a complete list of form fields. JavaScript and cookies are required, so the clerk counter remains the fallback when the portal cannot locate an older entry.
A marriage license costs $50 and includes one certified copy. A later certified copy is $10 for the first and $5 for each added copy in the same order. Utah Vital Records separately issues short-form marriage and divorce abstracts for 1978–2010. A divorce decree comes from Fifth District Court. The screen anchors the correct official system, but it does not establish an unlisted coverage year. Call the Clerk-Auditor at 435-301-7220 for a certified copy or an entry that the live interface does not expose.
Note: The office that issued a record is often the best copy source, even when a state abstract also exists.
Washington Public Records Offices
Three public records desks resolve most local custody questions. The county complex in St. George is the main stop for land, assessment, marriage, election, and county administration material. Utah Courts controls XChange and court-copy procedures. Washington City routes municipal records through its Recorder while police reports use a separate law-enforcement request path.

For an older city, county, court, or school series, search the Utah Archives city and county records guide. Transfer to the Archives changes the access site, not the identity of the agency that created the series. Reproduction charges and catalog coverage depend on the record group.
Washington Custody Records Need Context
The Washington County current inmate roster is a daily, alphabetic browse list rather than a conventional name form. It shows an inmate number, full name, time incarcerated, and booking date. Presence means custody at the listed update, not conviction. Charges, bond, and release details were not reliably exposed in the official page capture, so those facts require the appropriate Sheriff or court record.
The Utah Department of Corrections Offender Search covers current and former state custody, not every county booking. The Sex and Kidnap Offender Registry is separate and operates under its own statutory notice. Federal custody belongs in the BOP locator. Compare identifiers and the official source before concluding that a common-name match is the same person.

The timestamp is essential because jail status changes. The Sheriff’s main number is 435-656-6500 when a public file must be requested beyond the current roster.
Washington City Records Split by Department
Washington City Hall keeps council, ordinance, permit, cemetery, administrative, and other municipal files. The City Recorder accepts non-police GRAMA requests. Police and incident reports go through the city’s distinct police request route, since an active investigation, protected personal data, or witness and victim safety may limit release. This split prevents a broad request from landing with an office that does not hold the record.

Use a city request for an existing permit, council file, code record, cemetery document, or administrative item. Use the county office for deeds, assessment, marriage, county elections, or county justice material. The postal name Washington alone does not determine which government created a record.
Request Washington Public Records With GRAMA
A useful public records request under GRAMA names one government entity and describes an existing item with reasonable detail. Include the requester’s name, mailing address, willing email address, daytime phone, date range, preferred format, and any known case, parcel, document, or incident number. Ask for the record, not a new legal opinion or agency-created analysis. County requests may go by mail, email, fax, in person, or through the Utah Open Records Portal.
- Identify the city, county, court, or state custodian that created or keeps the item.
- Check the official index first and save any record number, date, party role, parcel, or book and page.
- Submit a narrow request through the office form or accepted portal, email, mail, fax, or counter route.
- Choose inspection or copies, state a cost ceiling, and request a supported fee waiver when one applies.
- If access is denied or no timely answer arrives, appeal to the chief administrative officer within 30 days.
Under Utah Code §63G-2-204, the normal response track is as soon as reasonably possible and no later than ten business days. A supported public-benefit expedited request receives a five-business-day track. An office may release, deny with reasons and appeal rights, identify another known custodian, or cite extraordinary circumstances and set an expected date. Silence counts as a denial. The current later appeal path runs through Utah’s Government Records Office, created in 2025.
Lawful personal use. Open access does not permit stalking, harassment, threats, or harm. Respect redactions, registry notices, and protected-address rules.
Washington Records Fees and Waivers
Utah Code §63G-2-203 permits reasonable actual duplication costs and necessary search, retrieval, or compilation costs approved by the government. An agency cannot charge merely to inspect a record or for classification and legal review. The first quarter-hour is generally free, subject to statutory exceptions. Waivers may apply when release chiefly benefits the public or when the requester is the record subject or an authorized representative.
Local schedules still matter. Recorder copies are $1 per page, and certification adds $5 plus pages. Assessor paper output, computer work, and staff help use separate published rates. Court paper is 25 cents per sheet; certified court copies are $4 per document plus 50 cents per page. Remote XChange search and document charges are avoided at a free public courthouse terminal. Ask for an estimate and set a cost ceiling before work begins.
Note: Inspection can be free while copies, certification, extensive retrieval, media, or custom data production still carry lawful charges.
Washington Closed and Browse-Only Records
GRAMA is a process, not an override. Utah Courts exclude sealed and expunged cases, adoption matters, juvenile delinquency and child-welfare files, and civil commitments from XChange. Parts of divorce, custody, stalking, guardianship, abuse, and paternity files can also remain private even when a minute entry, judgment, order, or letter of appointment is public. Recent vital certificates stay limited to eligible applicants.
Utah’s Safe at Home program supplies qualifying residents with a substitute address and mail forwarding. Actual home and mailing locations and certain personal identifiers are confidential. At-risk voter classifications have their own protections, and federal DPPA rules restrict motor-vehicle data. A redacted public record can therefore be the complete lawful response. When the custodian cites an exemption, the denial should identify the reason and available appeal path.
Limited search technology is different from legal closure. Some historic Fifth District indexes at Utah Archives are scanned page-browse books rather than name-searchable databases. Work through the volume and page sequence, then request the linked open series or visit the research room. A failed keyword search cannot prove that an older entry does not exist.
